Hello,
I am asking for your help in submitting
some proposals to the 2024 AGM.
ITTF only allows National Affiliates or
committees to submit proposals to the AGM & ITTF Council.
The deadline for proposal submissions
for AGM 2024 is Thursday 26th October 2023
An anonymous LLC is offering a reward
of upto $10000 for your National Association for doing the right thing.
$1000 will be awarded to the first National
Affiliate or committee of ITTF for just submitting ALL the
proposals below to AGM or Council. (All proposals must be submitted
not just one or a few).
Some are regulation change proposals
submitted to the ITTF Council.
Some are rule change proposals submitted to
ITTF AGM...
The payout schedule is listed below above
each proposal .
Rule change
proposals to ITTF AGM
Proposal 01 to the ITTF AGM :- $5000 Reward
if passes , to the ITTF affiliate that submitted the proposal FIRST .
Proposal 01 :- For
spinny inverted & anti rubbers only, reduce the maximum allowed
sponge thickness from 2.2 mm to 1.7 (Maximum allowed rubber thickness
will be limited to 3.5 mm)..
|
Rationale :-
ITTF passed Rule 2.4.7 only to fool the IOC but it will never regulate
spoosting and spin gluing until a major lawsuit bankrupts the IOC for
health violation. So for now, to lengthen
the rallies by reducing third ball attacks to promote spectator
involvement, it is proposed that ITTF reduce the maximum allowed
sponge thickness to 1.7 mm (Maximum allowed rubber thickness will be
limited to 3.5 mm) . The total rubber thickness for short pips
(Referred to as Out in ITTF LARC) will remain at 4.0 mm.
|
Proposal 02 to the ITTF AGM :- $5000 Reward
if passes , to the ITTF affiliate that submitted the proposal FIRST
Proposal 02 :- For
long pips rubbers increase total allowed pip length from 2.0 mm to 2.5 mm
& correspondingly increase total rubber thickness from current 4.0 mm
to 4.5 mm
|
Rationale :-
ITTF has passed 9 rules & regulations since 1983 to exterminate
choppers on the male side. To correct this atrocity & restore the
backspin lost by choppers to create a somewhat level playing field
|
Proposal 03 to the ITTF AGM :- $5000 Reward
if passes , to the ITTF affiliate that submitted the proposal FIRST (only if
regulation change proposal 03 to ITTF Council also passes)
Proposal 03 :- Use 3
different rulesets for youth, all age & master’s events (masters
was known as veterans before)
- Only spinny
inverted rubbers allowed for age under 14 international events & for age under 18 for smaller events (Youth can use
other rubbers if playing in all age events however)
- Repeal the
2008 Frictionless Pips Ban for just masters’ events
- All aga events will
allow youth to use any rubber as allowed for all age group . 2008
frictionless pips ban still applies to all age events
|
Rationale :-
- To allow youth to
develop proper strokes at the basic grass roots level using spinny
inverted rubbers.
- Masters players support
the sport the most & promote their activities by allowing them
more participation
- Focus on spectator
involvement with longer rallies and reduced third ball comedy of errors..
|
Proposal 04 to the ITTF AGM :- No award for
submission or to pass.
Proposal 04 :- No lets
for service when the ball touches the net assembly if the serve is
otherwise good
|
Rationale :-
There are no lets for edges on serves. Same should apply to net serves.
Serve lets for net balls especially results in some cheating especially
when there is no umpire ..
|
Proposal 05 to the ITTF AGM :- No award for
submission or to pass..
Proposal 05 :- The net
will be made of composite or metallic material & not of current
non-clothe material with top of the net designed to minimize net dribbles
|
Rationale :-
Net dribbles are unplayable even at higher levels. A solid net will
lengthen rallies if the ball does not dribble over. A solid net also
requires no adjustment & can be just dropped over or even can be
designed as an integral part of table even if folding table designs (some
such tables already exist) ..
|
Proposal 06 to the ITTF AGM :- No award for
submission or to pass.
Proposal 06 :- Optional.
The table edges will be designed with a V like shape with table edges
recessed inward (but not sharp)
|
Rationale :-
The ball not hitting the surface of the table will drop downward and
not outward. It is easy to see only balls bouncing upward or outward are
still in play & not the ball that dropped downwards towards the floor

Regulation change
proposals to ITTF Council
Proposal 01 to the ITTF Council :-
$5000 Reward if passes , to the ITTF affiliate that submitted the
proposal FIRST
Proposal 01 :- Increase
the maximum allowed Pip Aspect Ratio from 1.1 to 1.5 (for pips rubbers
only)
|
Rationale :-
It has been universally established by now that the 1998
Durban Aspect Ratio Reduction Massacre (that reduced aspect
ratio from 1.3 to 1.1) was a complete political fraud with
zero technical merit that only ended up exterminating the
all the top choppers at most levels including ALL the top 10 pro choppers
who were using Feint Long Classic (which
was banned by this 1998 change).
Huge mistake was also the horribly falose premise that Aspect Ratio is teh only
determining factor that determines unpredictability (or "kink"
using teh exact wrord used by ITTF) .Because
there are 18 or so paramters that determine the behanior of long pips
Given that the 1998 change was a TOTAL
political fraud even in the context of the 38 mm ball it has gotten
much worse in the 40+ plastic ball ONLY era with
the additional 6 changes that came after 1998 that totally or partially
contributed to the extermination of male choppers . Even the 1998 change
significantly reduced the backspin capability of choppers & 6 changes
that followed after 1998 even more severely dropped the backspin
capability , while looper continue to enjoy their usual top spin with near
zero chemical inspection of rackets (used by loopers) ..
By the way the 1998 change achieved
nothing. It was supposedly targeted at microwaving of TSP Curl
P1 by a handful of players while 1000s and 1000s of loopers
continue to cheat with spoosters & spin glues. The 1998 change only
ended up banning Butterfly Feint Long (Classic
version) the rubber used by all choppers but more “kinky” rubbers
(exact word used by ITTF equipment committee then) rubbers such as Yasaka Phantom 007 continue
to be on ITTF LARC today . All top choppers used Feint Long not because it
was kinky (Using ITTF word) & can fool the loopers but exactly the
opposite. They used Butterfly Feint Long Classic
because it was the least kinky meaning the most controllable..
By the way 1998
Durban Aspect Ratio Reduction Massacre is being
referred to as a massacre because it effected all the top pro choppers in
1998 in addition to even other lower level
choppers.
Here is the list of choppers who were using
Feint Long Classic in 1998
- Chen Xin Hua (
England )
- Li Gun Sang ( North
Kore )
- Koji Matsushita
(Japan)
- Hiroshi Shibutani
(Japan)
- Matthew Syed
(England)
- BK Arunkumar (
India , USA)
- Natanial Tsokas (Greece)
- Tomas Nordberg (
Sweden)
- Derek May (USA)
- Lisa Lomas
(England)
- Allison Holt
(England)
- Virginia Sung (USA)
- Possibly Adham
Sharara (Canada)
- Few other top
choppers I am sure missed or forgot with apologies

Proposal 02 to the ITTF Council:- $1000
Reward if passes , to the ITTF affiliate that submitted the proposal FIRST
Proposal 02 :- Repeal
the 2004 Pip Density Regulation . Set the maximum allowed pip density at 50
pips per sq.cm
|
Rationale :-
2004 was another fraudulent proposal to limit all pips players , both
short pips and long pips. And this all the more limiting to pips
players in the 40+ plastic ball only era
|
Proposal 03 to the ITTF Council:- $5000 Reward
if passes , to the ITTF affiliate that submitted the proposal FIRST (only if
rule proposal 03 to ITTF AGM also passes)
Proposal 03 :- Repeal
the 2008 Frictionless Pips Ban for Master’s events
|
Rationale :-
Masters players are ones who support the sport with active
participation. 2008 ban was another politically motivated ban . Must be
repealed at least for masters events.
