A dumb racket is any racket that has the same type rubber on both sides of the racket.
This defintion applies mostly to amateur players
A dumb racket with smooth spinny rubber is an especially dumb racket in TableTennis & is the worst choice for children starting in the sport

Another reason why the dumb racket is promoted in the sport are the manufacturers.

Inverted rubbers cost a bit more compared to pips & anti.
Also inverted rubbers need to be replaced quite often.
Pips / anti rubbers need almost no replacement at amateur levels.
