I know for sure that individual national affiliates of ITTF such as DTTB, USATT, TTEngland or TTFI etc do not have to follow ITTF Rules & regulations even for 5 star tournaments.

But I heard rumors that TTFI had actually banned males from using anti or pips ?

Is this possibly because pips & anti are sort of de facto standard for female players in India & therefore using pips & anti can be considered.......... well you know

That is REALLY funny but wht you imply is unofficially true
But it is true however that some countries are notoriously bigoted about pips & anti.
I am ashamed to admit Vietnam is just as bad . Strang thing is that neighbouring Indonesia is a pioneer is promoting high aspect ratio super long pips.

In all fairness some other countries such as Swden & France are just as bad
Whole of Africa is also lik this but it may be somewhat justified because table tennis is not well known in most of the countries of Africa
And countries like Nigeria & Egypt where table tennis is alittle more popular, they quite possibly brianwash their players against using pips & anti.
ITTF's anti pips & anti (LOL that came out funny) brainwashing program is a powerful tool to mislead & confuse players into not using pips & anti
