I was looking at the Omnipong flyer link below for Pennsylvania State Championships 2023

It says Pennsylvania Residents only for three events.
Most states allwo full time students in high school or college as well as military personnel stationed in Pennsylvania to play as well in these events
So I was wondering because I have a nephew in military stationed in Pennsylvania but from another state
It is starnge that USATT does not have a uniform policy on this
