They all refer to the same thing, the part of the racket that is NOT rubber, meaning the wood & composite layer part of a racket

"Blade" is Amrcican / English usage
"Frame" is European usage
"Baseboard" / "bottom plate" > Chinese / Asian usage. You will see these phrases on sites like Ali Express etc
