Making rules is actually very difficult process. When rule-making is left to amateurs one gets things like the existing rule, a "blanket ban of any interference with the rubbers after they leave the factories."
What they should do is a new rule that declares that any interference with the rubbers is permitted as long as it does not constitute a health hazard and is within the other rules re rubbers.

of course i never use it on the rubbers, I just like to occasionally have a sniff
