Little known interesting fact about the expedite rule

ITTF Rule 2.15.2 The expedite system shall not be introduced in a game if
18 points have been scored.

If I am not mistaken what this means is that, if the score is 9-9 or 10-8, expedite cannot be forced even if the game has lasted 10 minutes already ?
