Personally I use Magic 77 which is not ITTF LARC.
Though I no longer able to be a chopper, Magic 77 is the rubber closest to a chopping rubber available.

But using a rubber that is not on ITTF LARC is not against the common law.
You can defintely use them in tournaments not under ITTF umbrella.
A professional player could even challenge the ITTF daring them to ban him / her from an ITTF tournament, while the playing field is severely tilted & worse, there is near 0% chemical testing at lower levels of the sport.

However knowingly using a rubber that has a fake ITTF logo even in your basement (& worse bragging about it publicly) is clearly illegal under common law. This is similar to receiving stolen poroperty in some countries.

Iskandar buying & using Huieson rubber is not illegal (assuming it has no fake logos)

The difference is subtle but distinctly clear.
