Before that it was Johnny Huang (Chinese born Canadian) in the 90's

Among females, I cannot think of any recently.
There was a Hungarian player called Otilia Bădescu is the last I can think of.

Keep in mind that we are talking about shakehanders not penholders
Most forehand short pips players were mostly penholders

This clearly explains why short pips is not a practical rubber for any amateur on the weakside(backhand) because as you can see it is not a useful rubber even on the strong side (forehand) because even most pros cannot use it .

But short pips is the best choice on strong side for older players who cannot loop. These players never elarned to loop from their young age or were or are just ahckers most of their life.
For these players short pips is the best choice because spinny inverted rubber is a huge liability if you cannot loop (or lob away from the table bt most older players can only play close to the table due to natural aging limitation)
The only reason an older player may be able to use spinny inverted rubber is if they have exceptionally good & spinny serves using spinny inverted & variational serves using long pips on the other side of their racket
