Are 21 point games still legal in ITTF table tennis ?
No. ITTF sanctioned tournaments only use 11 point games
You can of course whatever scoring system you want for tournaments outside ITTF
But it is an interesting question though because what would the ITTF do if (lower level) tournaments used 21 point games
