I have a question baout this tournament brochure below

SITTA Spring Team Challenge

It says it is an unsanctioned tournament at the top but then it lists USATT Membership Fees at the bottom

So I am not sure if you have to be (or become) a USATT member though it says it is an unsanctioned tournament.
