I had some questions about Texas State Championships

1. I thought state championships usually have doubles for men & women & also mixed doubles (not rating limited doubles like in a regular rating tournament)
2. Who is a resident of a state ? I thought most state championships also allow full time students in a Texas college as well as military members stationed in the state
3. Is there a law that requires equal prize money for women & men championships events. The law may not require that but I was just curious
