Is the robotNazi controlled ITTF bullying manufacturers not to make non-ITTF rubbers ?

I have heard many stories from players that the robotNazi controlled ITTF bullys manufacturers into sunmission by demanding that they do not make any non-ITTF rubbers
I rememeber reading it in some forums too

Is this true ?

In above webpage they explain this as follows & I quoye EXACTLY

Currently, the Super Block overlay is long over (and other glass-stitchers of the company: Roulette, Monster, Boomerang, Inferno, Scalpel - have been rolled up much earlier). In 2019, the company released a new version of Super Block Extreme (of course, without ITTF approved). However, just a month after the start of sales ITTF demanded from the firm to remove the overlay from the sale - which we are very sorry about. Currently, all the linings that we have had, sold, and new deliveries from the firm are not expected, due to the ITTF requirement to the firm not to sell this overlay. Although it seems strange to us - because the overlay is not intended to play at ITTF tournaments. In general, if you are interested in it - write to us, and we will let us know if she or other similar linings we will reappear.

Note :- "overlay" is "rubber"

The situtain is not clear.
If ITTF already approved these rubbers I am not sure how they can demand that they be removed , unless a rule or regulation was passed after the release. BUt I do not thin a a rule or regulation was passed after the release.
So I do not know what the exact story was.

But even if true, Dr.Neubauer could have easily removed the ITTF logo on even already made rubbers and still sold it.
