Hardbat rules for legal rubbers in the US seem very ambiguous right now.
Very true . Extremely confusing with so many layers involved > USATT, ITTF , ICTTF, US Hardbat Assn. , Sandpaper Assn. etc etc

The current rules only say to ask the ITTF or USATT for their opinion, no provided list on the rules or on the USATT website (https://www.hardbat.com/rules.html).
I believe the USATT asks you to refer to ICTTF
But ICTTF's webpage is no longer functional
They have a Facebook page but it has no information about approved equipment

But I saw a list of approved ICTTF rubbers at the Classic World Cup webpage
Scroll down to middle

Just an FYI , there is no such thing as short pips in sponge domain table tennis.
Only wide pips

BTW there also are no long pips in ITTF table tennis
Long pips were banned at the Birmingham BGM of 1977
ITTF has only wide pips (incorrectly known as "out" or "short" pips) & slim pips (deceptively listed as "long" on ITTF LARC to confuse the ignorant clueless chopper fools )

Also you cannot use the word "legal" in the context of rubbers ( unlike as in "illegal" serves ).
Because the only (common law) illegal rubbers in table tennis are the boosted & spein glued rubbers ( almost all are spinny inverted rubbers).

As far as other rubber types such as any pips or anti go , there are only approved , de-approved or unapproved rubbers
More on that at the topic page below
