Because IOC virtually owns ITTF just like IOC's national associates virtually own ITTF's national associates.
Because ITTF & it national associates depend heavily in some countries from IOC & its national associates.
How much control do they have ? I read that in USA in 2019, USOC the national associate of IOC , fired the ENTIRE board of directors of USATT , the national associate of ITTF.
There is also a new international tabletennis association called WdTTF that is in pre release stages
