The 2022 Nationals (postponed from 2021 due to COVID) allowed non state qualified athletes to play at Nationals in Fort Lauderdale due to COVID.
I heard it is also true for 203 Nationals in Pittsburgh.
Where can I find more information on this ?
Because I hear conflicting information. Somone told me it is only for a few limited sprts. Others say tabletennis is not the case.
So I am not sure

Try to register now.
It is working for tabletennis now.
The open registration for players who did not qualify via a sate has been opened up after April 1, 2023
Most other sports other than picklelball or softball etc & few others (which are full I think) accept new players I think. I an not sure about which exact sports. Check at their site
They made a special exception for last year 2022 (which was supposed to be held in 2021) & this time in 2023
Good luck
