As I am also pretty much of a newby, I do not know if oil-based booster came in AFTER ITTF banned speed glue , or if it was around before the ban as well.
Making rules is actually very difficult process. When rule-making is left to amateurs one gets things like the existing rule, a "blanket ban of any interference with the rubbers after they leave the factories."
What they should do is a new rule that declares that any interference with the rubbers is permitted as long as it does not constitute a health hazard and is within the other rules re rubbers.
But then """"what the fu%^&**k do I know 😁

P.S. Speedglue is still available, I got a nice blue bottle full at home.
of course i never use it on the rubbers, I just like to occasionally have a sniff
WOW is all I can say
You admit you are a newbie but want to readily dish out legal advice about spoosting & spin gluing as if you are not only a lawyer but also a table tennis historian
