This seems to be the latest verison of ITTF Handbook and it seems it is no longer called Handbook

This version shown is with changes from previous edition showing deletions in red & additions in green
)n page 3 it says
Paragraphs that have been introduced or significantly amended as a result of decisions
made at the ITTF Council Meeting 2023 or the ITTF Annual General Meeting 2023 are
shown as green shaded (additions) or scratched (deletions) in this version with tracked
changes. A clean version is also available.
