2024 Wisconsin Closed State Championships

I was looking at this Tournament Flyer on Omnipong

It says "Participants must be residents of the State of Wisconsin or enrolled in a Wisconsin school."

Most closed tournaments also include Military personnel stationed in that state as eligible for such tournament.

Schools > Does this mean only like as in high schools or middle schools ?
Or does it include colleges & universities like University of Wisconsin ?

I noticed on some other post in this forum that Texas State Championships is included for rankings
