Is there a Pennsylvania State Championships in 2024 ?

It says Pennsylvania residents only.
What does this meane exactly ?
If I am not mistakenI thought most states allow full time students in colleges & schools as well as military personnel stationed in the state to play in state championships

I saw this issue in many state championships brochures on Omnipong.
Some say only residents.
Some say students
Few say military personnel.
I think USATT should ask states to have some consistency & make a state championship template

I looke d at the Tournament Brochre here
They don't even have a Women's event.
Is that even legal ?
Even if not illegal it is general common courtesy IMO

I was also curious if this counts towards the new USATT Ranking SYstem points

Check out Alabama Closed
They have the eligibility set correctly
