Does anyone know when choppers were banned from TableTennis ?

Choppers were banned first in TableTennis with two rule changes
1. Ban on long pips > BY setting maximum limit allowd for pip length to 2.00 mm
2. Two color rule :> that manated that rubbers must be only black andred and rubbers cannot be same color on a racket

That is a really amazing fact.
Because ITTF has managed to btrainwash the pips players, especially choppers, that long pips really still exist in table tennis.
This after ITTF made 10 more changes to make sure there are no long pips but ITTF continues to claim in its LARC that long pips still exist in table tennis.
