WHy they have no clue about 14 rule changes by ITTF since 1977 to limit them

I don' think Eberhard Scholer, Adham Sharara & the ITTF ever thoughtthat they would get caught with their pants down .
They never thought endless corruption against defensive playing styles would ever be exposed.
