Unlike the pmateur table tennis players do not play to entertain others. They play for their own enjoyment.

Table tennis for the most part is primarily a participant oriented sport especially at lower amateur levels
The robotNazis have been using your claim that it is ugly when two pips players play to further their own agenda.

The huge problem I have with the above tournament is this.

You are just being exclusionary by not including legal spinny inverted rubbers.
When I say keagl I mean rubbers that are not spein glued or boosted.

A better tournament would be a create a tournamnet with a fair & level playing field for all playing style.
But most importantly this would be a template for how to create a tournament that would also attract more spectators by

1. Slowing the speed of the sport and encourage more rallies and reduce third ball attacks.
2. Bring back the banned rubbers that were banned by the Frictionless Pips Ban of 2008 to help master;s and para players
3. Bring back choppers by repealing (i) the long pips ban of 1977 (ii) Aspect Ratio reduction of 1998 (iii) Pip density reductio of 2004

But the biggest problem is this > You cannot have any association at all with the ITTF

You need an entirely separate federation that that is separate from the Top Spin Only Olympic federation called ITTF
You need an association with a name something like Diversity All Spins Table Tennis Federation (DASTTF).
This will be a global federation that promotes not just top spin only table tennis but promotes all playing styles and spins such as back spin style play using actual long (flex) pips , blocking style using anti rubbers and no spin flat hitting style using wid (stif) pips in addition to the top spin play that is used by Olympic Table tennis.

You need to set up such an organization and invite various groups worldwide to conduct tournaments & leagues etc using DASTTF rules & regulations.
Once you can have enough countries with enough tournaments, you can demand that the National Associations remove their affiliation with ITTF and join DASTTF or face forming a separate National association in that country .

The final step woul dbe demanding IOC that it either replace the ITTF's top spin only table tennis with DASTTF's all spin table tennis or at least all all spins table tennis as a separate Olympic sport.

This is the ONLY salvation for pips players. The robotNAzi controlled ITTF does not want pips players. They are keep you pips players only because of this exact reason > They do not want you t start a separate association like the robotNazis did in 1995 to get the spein glue ban repealed in a matter of months

So what would be best rules to create a fair & level playing field to promote the diversity of all playing styles but also promote spectator involvement with longer rallies.

Here are requirement for a somewhat fair & level playing field for (click link >) all spins diversity table tennis

1. Maximum allowed sponge thickness would be reduced to 1.8 mm (Total rubber thickness reduced to about 3.5 mm instead of ITTF's 4.05 mm)
2. No form of spein gluing or boosting is allowed , including factory tuning
3. The maximum allowed pip length would be 2.5 mm (instead of ITTF's 2.05 mm)
4. The maximum allowed aspect ratio would be 1.5 (instead of ITTF's 1.1)
5. The pip density regulation of 2004 is repealed ( setting the maximum allowed pip density to 50 pips per sq.cm instead of the current 30)
6. The frictionless pips ban of 2008 is repealed for master's and para tournaments

I think this tournament was a good start .
But it is useless without a separate federation and without including spinny inverted as well.

If you just run tournaments without a forma federation , ITTF really does not care. In fact they would have a good laugh .

Worldwide, people have started tournaments without a federation or a federation without tournaments
Both will fail.

Look at the hardbat & sandpaper . They have both federations & tournaments even though harbat and sandpaper is a very bad idea in the context of sponge table tennis , though hardbat was great when it lasted but it has run its course. (i have explained the reasons detail many times in various forums)
Sandpaper is another similar but more horrible diversion because sandpaper was NEVER an approved racket covering ever
