I don't think ITTF approved treated pips.
But it would be hard to tell if a rubber that is on current ITTF LATC has been treated

It says VVIP . How does this compare to C-801 or Saviga V or Yinhe Young ?

In my opinion, the C801 is the most dangerous. It has too much variability and crazy spin amplification, but it's the hardest to control (because it has high grip, a strong tensor effect on flat balls, and strong dampening on balls with high spin).
I agree but because of lack of control it may be more suitable for close to the table blockers than away from the table choppers.
I love the control of Magic 77 but I wish it had little more (back) spin by making pips rougher & also may be slightly higher pips density.

On the flip side I wish C-801 had more control

You could try C-8.
