I am reasonably sure that the definition of a "rule" as shown in above screenshoot is wrong
Other parts of the statutes define AGM as the supreme body of the ITTF & only the AGM has the authority to change a Rule (Section 2 of the statutes)
The ITTF council by itself cannot change a rule

I second that because in the screenshot I actually see much of a difference between the definition of a rule and a regulation

Especially because the above definition implies that ITTF council can change a "rule" without AGM permission.
That is incorrect

That seems to be the key difference between a rule and a regulation
Only the AGM can change a rule (Section 2 of the statute).
ITTF Council can change regulations (other parts of the statutes) but not the rules

ITTF Council can change regulations (other parts of the statutes) but not the rules
A rule change requires a supermajority (75% vote) at an AGM and an AGM only
But a regulation change requires only a simple majority (51% vote) at any ITTF council meeting
There are also some items that requires two thirds majority at an AGM but I have no idea what they are and how they are chosen to be that way.
