This is rather a strange question.
Because any rubber is approved for league play if it is approved by the league administrator / committee
It does not have to be approved by the ITTF of its local affiliate such as USATT or DTTB etc

It looks like Butterfly Relop Attack is a rubber meant for large ball (44 mm) events
So it is not listed on Click link ITTF LARC & you cannot use it in an ITTF event.
