Open doubles is a bad idea for 2 star & below USATT tournaments ?

I think it is a bad idea to have an open doubles event for USTT tournaments that are 2 star or below (may be even 3 star)

Why ?
Because 2 players with highest ratings will team up & win.

This may be ok for 3 star or above tournaments because it had more players who may be close to pro level players.

But 2 star or below, you want to promote better competition by making teams as equal as possible.
You can do this by having rating limited doubles such as Under 4000 or Under 3500 or Under 3000 etc.

This may also encourage more players too play doubles especially lower level players
