That is a loaded question because you have to look at it from many different areas

1. ITTF tournaments
2. non-ITTF tournaments
3. local leagues
4. training sessions at TT places
5. Casual play at TT places
6. at any non TT places like a community center but more formal
7. at any non TT places like a fire station ( less formal )
9. in places like private homes

But what makes it even more confusing is another overlapping layer based on rubber type at the opposite ends of the spin continuum
To understand spin continuum , please take a look at two topics below

Click link> Difference between top spin ONLY Olympic TT and All spins Diversity TT
Click link> Spin continuum, Spin contrast and Spin Dynamics

The two rubber types we are talking about here are >
1. Common law illegal & boosted or spein glued & ITTF unapproved spinny inverted rubbers
2. ITTF unapproved (but not common law illegal) treated pips

These two rubber types will be discussed in my next post (so as not to keep this post too long)

Only place non-ITTF rubber pips cannot be used is in ITTF sanctioned tournaments
However you can use non-ITTF rubbers such as spein glues or boosted in ITTF sanctioned tournaments (They do not test for spein glues or boosters 95% of the time)
