Absolutely Yes
The best racket for a beginner is spinny inverted rubber on one side & an OX (no sponge) long pips on the other side.

However you will run into lots of players & coaches who had been brainwashed into thinking that the best racket for a beginner is double inverted

There may be some exceptions to this in some cases. In such cases the OX long pips still stats but one may want to use anti spin or short pips on the other side. But it is not releveant here
