If it's lost this, it would probably fail (M4 refers to rubber so I'm assuming this friction test includes sandwich (inverted rubber) - happy to be proved wrong on this interpretation.
I am not saying you are wrong but there is some confusion about COF (Coefficient of Friction) for Anti rubbers.
The current Racket control manual M4 used to be called Technical Leaflet T4 around 2015

If you search for the phrase “Coefficient of Friction” in the older Technical Leaflet T4 you will see that the phrase occurs only once under pimpled rubbers. This was approved by the 2008 Frictionless Pips Ban Regulation.
But after the Tech Leaflet became Manual M4 there seems to be 2 occurrences of that phrase.
Once under pimples section but now also under general section.
But as far as I know I know of any ITTF rule proposal to AGM or regulation proposal to the ITTF Executive Council that approved limiting the “Coefficient of Friction” for all rubbers (now including all inverted rubbers both spinny inverted rubber & anti inverted rubber ).
So does the ITTF Equipment Committee make up regulations on the fly without any approval from ITTF Council or ITTF AGM now ?
Who gave ITTF Equipment Committee this authority ?
But if I am mistaken about this whole process I apologize.

I thought all regulation changes had to be approved by the ITTF Executive Board & all rule changes need to be approved by the ITTF AGM ?
