Spein gluing & boosting is not only unapproved bt ITTF under Rule 2.4.7 & Regulation 3.4.2.2 but it also illegal under common law because it is a serious health violation under common laws of almost all countries. This is not according to me but according to what ITTF said when they initially tried to ban spein gluing in 1995 but failed . ITTF banned boosting in 2008 cleverly to fool the IOC but this ban is hardly enforced at lower levels , as if the health of a lower level player does not matter to the ITTF & IOC
