Yea, I don't think that any boosters are illegal in any country, it's just against ittf rules to boost/tune your rubber.
But why do you think it is JUST ONLY against ITTF rule 2.4.7 and Regulation 3.4.2.2 ?

In other words , what is the VERY reason why ITTF made boosting (& spein gluing) unapproved ?
