Use of racket steroids is "illegal" under common law

There is continuing and ongoing confusion about the use of performance enhancing racket steroids such as spoosters & spin glues in table tennis.
To be very clear, any such use of these racket steroids for performance enhancement of a player's racket such as use of steroids for performance enhancement has been deemed healthy under rule 2.4.7 of the ITTF primarily due to health concerns FIRST and secondarily related to gaining unfair & unapproved (by Rule 2.4.7) advantage by any such use of racket steroids
