Soryy but you are kind of stating the obvious.
It woudl help if post some if not all the actual links.
Even most experienced people have trouble navigating the ITTF site.
Lots of information is buried hidden & then it disappears or gets replaced.

The last ITTF Handbook was in 2022

It is no longer called the handbook. It is now called the statutes

The Laws of table tennis are just Section 2 of this statutes
