Btw any knows where the info about the new pips aspect ratio and the specs that pips must comply?

What do you mean NEW ?
The Aspect Ratio(AR) was reduced by ITTF from 1.3 to 1.1 in 1998 to turn long pips into medium pips by bringing it closer to the short pips AR limit of 0.89& it has not changed since.
Only difference is that there are 8 more rule & regulation changes since 1998 to further restrict pips.
