This is meant that a frictionless topsheet may be re-formulated in such a way as to comply with the requirement of minimum CoF > 0.3.

But the ITTF Technical Mnual of 2022 M4 already has a stricter C.O.F limit of limit 0.5 for both Antis & Pips
So if you are going to change it 0.3 , by all means go ahead because that would actually allow Antis to be MORE Frictionless not less Frictionless LOL
