The two color rule it seems was passed in two step. Below are are the exact propostions at ITTF BGMs & results

BGM 1983
Proposition No.12 Approved:
The two surfaces of the racket blade to be of clearly different colours. This rule is to apply to world, Continental and Open International Championships, starting on 1st January 1984

BGM 1985
Proposition No.17 Agreed:
that, with effect from the 1st July 1986, racket coverings used in World, Continental and Open International Championships must be bright red on one side of the racket and black on the other.
Note: The Equipment Committee was instructed to consider specifications to define these colours.

BGM stabds for Biennial General Meeting.

Before 2000 , the World Teams Championships & World Individual Chapionships (Singles. Doubles & Mixed Doubles) were played during one two week period with Teams in the first weekend & Individual events in the following week.
The BGM of the ITTF took place the between above two events .
BGM made lots of decisons such as electing officials and change in rules & regulations etc.

Starting 2000 , the World Championships was spli into two. The individua event WITTC is held during even years such as 2006, 2007 , 2017 etc & the Team event WTTTC is held during odd years such as 2005 , 2009, 2015 etc.

The BGM has accordingly has turned into am anual event called AGM (Annual instead of biennial) , now held on someday during both above WITTC & WTTTC

If ITTF needs to take care of urgent business it held a meeting called EGM (Extraordinary General Meeting)
