You are correct. It is beyond naive. Because you have not understood the very purpose of a rating system.
Yes it is one of the purposes of the rating system tp prevent players from entering a lower rated event but that does not mean they should be "awarded" a Master level rating to start with just for participating LOL

1) Assign a high rating as they do now.

How is it postponing the problem if you require a player to have a minimum number of wins in tournaments before getting a rating assigned to them ?
